IT Operations Engineer

Andover / Winchester

This is an excellent opportunity to join a dynamic, forward thinking IT Shared Service as Operations Engineer, leading on both 2nd/3rd line support and Technical projects.

The Operations Team is part of a shared IT service between Test Valley Borough Council and Winchester City Council.  This is a hands-on role delivering high quality IT infrastructure and ensuring continuous service to users across both authorities. You’ll need to work from both Andover and Winchester so regular travel between these sites will be required.

On a day-to-day basis, you’ll be involved in:

  • Technical support for any service disruption and formulating recovery plans to return to service
  • Routine  checks on core infrastructure services including Citrix, VMware, Security updates,              Backups, Audits and Testing
  • Working as technical project lead on the implementation of new, and upgrade of existing solutions
  • Raising and implementing Requests for Change and working on specialist projects
  • Producing high-quality technical documents to provide operational lifecycle support

 

You’ll need technical experience of Microsoft Server, Citrix, VMware, Email (Exchange), Storage and Backup solutions. Experienced in advising on technical solutions, you’ll be able to describe and articulate complex ideas for others to learn. With excellent organisational and time management skills, you’ll be able to manage your own priorities and be used to adhering to ITIL v3 disciplines.

GIS Support Manager

We have an exciting opportunity for a GIS Support Manager within our Shared IT Service at Winchester City Council and Test Valley Borough Council.

This is a key post within the Shared Service and you’ll play a central part in the delivery of a successful IT service to both Authorities.  On a day-to-day basis, you’ll lead a small team to manage, support and develop the Councils ESRI ArcGIS product suite and Idox Uniform Spatial database system to all users. This will include planning and executing installations and upgrades; managing GIS and spatial agreements or contracts; developing the skills of the team; providing IT consultancy advice; and responding to Incidents and Requests received in the team,

To be considered, you’ll need a proven background in GIS Support and experience of liaising with users to promote and deliver high quality GIS input into their projects.  Our high quality service depends on the people in our team so you’ll also need to be a great people manager who can positively lead and develop others, and an effective communicator who is customer-focused.

Day-to-day you’ll take an active role in the management and development of information law compliance across the Council and will be providing proactive, pragmatic and solution-focussed advice relating to data protection obligations and information law. You must be confident about supporting our designated Data Protection Officer with data compliance and information governance matters. 

If you have an in-depth, working knowledge of information law and data protection principles and procedures relevant to a Local Authority then we’d love to hear from you.  If you’re not already qualified, we’ll support your professional development to achieve relevant qualifications and build on your experience.

Day-to-day you’ll be advising officers at all levels on both routine and non-routine contracts, including tender processes and some high profile and high value agreements. You’ll be our contracts and procurement expert so must be confident about providing a comprehensive legal service including advising on legislation; drafting relevant documents; contributing to large-scale projects; and training officers in contract and procurement matters.

You’ll need an in-depth, high-level knowledge of contracts and procurement law including a good understanding of the impact of EU regulations.  You’ll bring a commercial and strategic approach and the ability to develop effective relationships with your colleagues and clients.
