Test Valley Borough Council and Hampshire County Council are aiming to get as near as practically possible to a position where 100% of residential and business premises in Test Valley have access to Superfast Broadband (24Mbps). However, as the percentage achieved increases, so does the cost and the need for subsidy of the remaining fraction. Therefore more innovative methods and alternative technologies may be required to attain that aim.
The following guidance is for rural communities interested in obtaining superfast broadband.
1. To check whether you are in Wave 2 of the Hampshire Superfast Broadband Programme (2016-18 - contract seeking 96% coverage across Hampshire between HCC and BT)

b. NB: Even if you are not in Wave 2 you may be in the Wave 2 Extension - details of which will be available later in the year.
2. If you are not in Wave 2 please visit the BT Community Fibre Partnership webpage (http://www.communityfibre.bt.com/#home ) and register your details to obtain a quote from BT for the installation of superfast broadband for your community.
a. Hampshire County Council may be able to offer 50% match funding up to £1650 per premise. More details will be made available in Spring 2017 http://www.hampshiresuperfastbroadband.com
Hampshire County Council is keen to receive applications for funding from communities outside the main Hampshire Superfast Broadband programme. Successful communities will get up to half the funding towards installing and maintaining a superfast broadband connection in their area, if they raise the rest of the money themselves.*

4. If your current speeds are below 2Mbps, the Department for Culture Media and Sport (DCMS) may be able to offer a voucher towards the cost of installing an alternative broadband solution.

Virgin Media Fibre-to-the-Premises Network
Virgin Media are investing £20m. in an ultrafast broadband fibre-to-the-premises network to about 4,200 Test Valley premises. It will provide up to 300Mb/s to:
Wherwell, Winterslow, Firsdown, Michelmersh, Timsbury, King’s Somborne, Goodworth Clatford, Chilbolton and Stockbridge.

Gigabit Broadband Voucher Scheme
Full fibre broadband connections offer the fastest and most reliable speeds available, and the government is committed to a vision of a full fibre Britain. As part of this commitment in March 2018 DCMS announced £96m Rural Gigabit Broadband Voucher Scheme.
Gigabit vouchers can be used by small businesses and the local communities in rural areas to contribute to the installation cost of a gigabit capable connection. Businesses can claim up to £3,500 against the cost of connection either individually or as part of a group project. Residents can benefit from the scheme as part of a group project which also includes businesses, and can claim for a voucher of up to a value of £1500.
