Thruxton Neighbourhood Plan

Submission for Examination

The Thruxton Neighbourhood Plan was submitted to the independent examiner,  Mary O'Rourke BA (Hons) DipTP MRTPI on  21st October 2019. The following documents were submitted to the examiner and can be found under the documents tab:

  • Thruxton Regulation 16 NDP Submission Document
  • Designated Area Map
  • Thruxton NDP consultation statement
  • Thruxton Basic conditions statement
  • A statement of reasons why an environmental assessment is not required (the reasons are set out in the Screening Opinion Statement)
  • Evidence base documents – these can be found on the Thruxton webpage  http://www.thruxtonvillage.com/community/thruxton-parish-council-14865/further-evidence-base/
  • Thruxton Regulation 16 representations

The examiner will consider whether the plan meets certain basic conditions, satisfies legal requirements, and identifies an appropriate area for a referendum.

The basic conditions, which are set out in the legislation, are intended to ensure that neighbourhood plans are compatible with their wider context. The plan must:

  • have regard to national planning policies and advice contained in guidance issued by the Secretary of State
  • contribute to achieving sustainable development
  • be in general conformity with the strategic policies of the development plan for the area (The Test Valley Local Plan); and
  • be compatible with EU obligations and human rights requirements

Test Valley Borough Council is consulting on the proposed Thruxton Neighbourhood Development Plan, which has been formally submitted by Thruxton Parish Council.
