Draft Affordable Housing SPD

A draft Affordable Housing Supplementary Planning Document (SPD) has been prepared.  The purpose of the draft Affordable Housing SPD is to provide advice on how the Council’s affordable housing policy, as set out in Policy COM7 of the adopted Test Valley Borough Revised Local Plan 2016, is to be implemented. 


The public consultation period during which representations can be made is Friday 30 August 2019 – 12 noon Friday 11 October 2019.  Comments should either be:


  • Sent in writing to Planning Policy, Test Valley Borough Council, Beech Hurst, Weyhill Road, ANDOVER, Hampshire, SP10 3AJ
  • Emailed to planningpolicy@testvalley.gov.uk


The SPD regulations require the following documents to be prepared to accompany the process of consulting and adopting the SPD.


The Council has not prepared a Sustainability Appraisal (SA) for the SPD as:

  • It is not considered that the SPD would have significant social, environmental or economic effects that are not covered in the SA prepared for the Revised Local Plan DPD
  • It is not required by the Strategic Environmental Assessment (SEA) Directive 2001/42/EC

Section 180(5)(d) Planning Act 2008 removed the compulsory requirement for an SA for an SPD. 


The Draft Affordable Housing SPD is accompanied by a separate supporting document, a draft Affordable Housing Advice Note, which is also being published for public consultation in parallel.  This does not form part of the draft SPD. 

If the draft SPD is adopted it would supersede the existing Affordable Housing SPD which was adopted by the Council on 12 March 2008 and which is available here
