Community Governance Review 2021
The Council has completed two Community Governance Reviews, one relating the Romsey Town, the other looking at Valley Park Parish Councils.
Romsey Town Council
Romsey Town Council formally requested that the Borough Council review the boundaries of Romsey Parish [Romsey Town]. It proposed that the boundary be extended to include “all current and planned urban areas identified as Romsey”.
Following two stages of consultation, the Council agreed final recommendations at its meeting of 7 September 2023. In summary, it was agreed that the whole of the area of Romsey Extra Parish should be transferred to Romsey Town, with the exception of the area around Stanbridge Earls which is transferred to Awbridge Parish. These changes take effect from 1 April 2023.
Romsey Town Council will be the parish council responsible for the extended Romsey Town area. Under the Final Recommendations, it is split into four wards, three covering the same area as the corresponding Borough Wards (Romsey Abbey, Romsey Cupernham and Romsey Tadburn) with the remaining area of the former Romsey Extra parish (other than the area around Stanbridge Earls which is transferred to Awbridge parish) constituting a new ward named “Romsey Extra”.
These wards will be represented by town councillors, as set out in the table below:-

The changes to wards and town councillors come into effect on the date of the election of councillors to Romsey Town Council (Thursday 4 May 2023).
The Final Recommendations were given effect by the Test Valley (Reorganisation of Community Governance) Order 2023, which is available in Part 12 (Useful Documents).

Valley Park Parish Council
Test Valley Borough Council agreed at its meeting on 6 April 2022 to undertake a community governance review pursuant to the provisions of the Local Government and Public Involvement in Health Act 2007, and other relevant statutory provisions in response to Valley Park Parish Council's requests to consider changes to electoral arrangements of these parishes.
Prior to the Review, Valley Park Parish comprised three parish wards. Following one stage of consultation, the Council agreed final recommendations at its meeting of 7 September 2023. In summary, it was agreed that Valley Park Parish should be dewarded, and that the parish council should therefore be a single parish council consisting of nine parish councillors.
