Monxton & Amport celebrate the opening of their new village hall
After years of planning, fundraising, and community determination, Monxton and Amport are proud to open the doors to their brand-new Village Hall.
More than just a building, this zero-carbon, solar-powered space is a place for the whole community - a warm, welcoming hub where people can gather, connect, and share in village life.
This project has been a true labour of love, with residents, local businesses, parish councils, and borough councillors working side by side to make it happen. The total cost of £470,000 was met through a mix of generous grants and incredible community fundraising. The Community Infrastructure Levy (CIL) grant contributed £345,000, alongside matched funding of £25,000 from the Community Asset Fund (CAF) and an outstanding £100,000 raised by local residents. Further grants included £17,235 from SSEN for the solar panels and system, £8,000 from the Rural England Prosperity Fund (REPF) for an air source heat pump, and an additional £10,000 from the CAF for floor tiling.
The result is a modern, sustainable hall designed with community life at its heart. The oak-framed building is bright and inviting, with underfloor heating powered by an air source heat pump. Solar panels and a battery system allow it to generate its own energy, making it not only environmentally friendly but also self-sustaining by exporting surplus power back to the grid. Inside, there’s a spacious event area, a large commercial kitchen, and meeting spaces for local groups, clubs, and activities. With full fibre-optic broadband and high-speed Wi-Fi, the hall is set up for everything from social events to remote working. A dedicated website will keep the community updated with news, events, and booking options.
Mike Cleugh, Chairman of Monxton Parish Council and fellow trustee, added; “This project has been built on community spirit. From fundraising to the final touches, it’s been a real team effort, and we can’t wait to see it in full use.”
Chris Harris, Chairman of Amport Parish Council and trustee of the village hall, reflected on the journey, saying; “This hall is more than just bricks and mortar—it’s a symbol of what we can achieve when we come together. The dedication of everyone involved has been extraordinary.”
Councillor Maureen Flood praised the hall’s role in strengthening and connecting the two communities; “Having a space like this brings people together. It’s somewhere to celebrate, to support one another, and to build lasting connections.”
Councillor Susanne Hasselmann added; “This is a space for everyone—young and old, families and individuals. It will serve this community for generations to come.”
Councillor Phil North, Leader of Test Valley Borough Council, highlighted the hall’s wider impact, adding; “This project is a shining example of what communities and councillors can achieve when they come together. It’s not just about a building; it’s about the people who will bring it to life.”
With its doors now open, the Village Hall is set to become a central part of daily life in Monxton and Amport. Whether it’s hosting local events, providing a meeting place for community groups, or simply offering a warm space for people to come together, its impact will be felt for years to come. Looking ahead, plans are already in place to expand community programs and explore further green initiatives, ensuring the hall continues to evolve with the needs of local residents.
