Test Valley Borough Council launches new rural business and community enterprise grant

Test Valley Borough Council is pleased to announce the launch of the Rural Business and Community Enterprise Fund, supporting rural businesses and community organisations across the borough.

The new fund offers grants of £1,000 to £10,000 to help rural enterprises and charities deliver commercial services that benefit local communities. With a total of £100,000 available for 2025/26 and 2026/27, the scheme aims to boost economic prosperity and strengthen the sustainability of Test Valley’s rural areas.

Many rural businesses, such as pubs, shops, and traditional trades, play a vital role in village life. They provide more than just commercial services, they are places where communities come together. However, rising costs and competition from larger businesses and online services mean many organisations face challenges to survive and grow.

The new fund is designed to help rural businesses and community organisations diversify, increase productivity, and build resilience. Grants can be used for capital projects or one-off revenue costs, such as training, but cannot fund ongoing running costs like staff wages.

Climate Emergency and Countryside Portfolio Holder, Councillor Alison Johnston said: “We know how important rural businesses and community organisations are to the fabric of Test Valley. This fund is about helping them to grow, adapt, and continue serving local people for years to come.”

Who can apply?

Any organisation with legal status can apply, including private companies, voluntary groups, registered charities, and local authorities. Projects must be based in eligible rural areas of Test Valley, as defined by the council’s corporate plan. Applicants must be trading or constituted at the time of application, have relevant licences and insurance, and a UK bank account.

What can the grant fund be used for?

Examples include:

  • Refurbishing or equipping rural pubs, shops, or social clubs
  • Community organisations starting or expanding commercial ventures, such as business hubs or childcare facilities
  • Social clubs in rural areas seeking to refurbish, buy equipment or train staff
  • A commercial sports club in a rural area
  • Farms looking to diversify
  • Traditional rural businesses investing in equipment or training

Applicants must provide at least 20% of project costs, with the fund covering up to 80%. All applications will be assessed against criteria including evidence of need, anticipated impact, sustainability, value for money, and contribution to net zero objectives.

How to apply

 Applications must be made online via the council’s website. You’ll need to provide details about your organisation, planned works, project costs, and supporting documents. The council will review applications as they are received, with decisions made within four weeks.
