Gypsy and Travellers Development Plan Document [emerging]

The Council has a responsibility to plan for the housing needs of all residents, including the Gypsy, Traveller and Travelling Showpeople community under The Housing and Planning Act 2016.


The National Planning Policy for Traveller Sites requires Local Planning Authorities to have a robust evidence base to establish accommodation needs to inform the preparation of Local Plans to meet need through the identification of land for sites. In response to this requirement, the Council proposes a Gypsy & Traveller Development Plan Document (DPD) to accompany the Local Plan.


Sustainability Appraisal Scoping Report for emerging Gypsy and Traveller DPD

All Development Plan Document are required to go through a sustainability appraisal process. The first stage of the process is to consider the scope of the exercise, which is presented in the form of a scoping report. The scoping report considers environmental, social and economic baseline data but does not allocate sites, consider the merits of possible sites or deal with the scale of need.

An Scoping Report was prepared for the emerging Gypsy and Traveller DPD. It was approved by the Council’s Cabinet on 5 December 2018, following a statutory five week consultation between 12 October and 16 November 2018. A copy of this document is available from this page.

The Council undertook a consultation to update its Scoping Reports, which includes an intention to bring the current Scoping Reports together into one document. This consultation ran from Friday 24 July to 4.30pm on Friday 4 September. More information about the consultation, including the draft Scoping Report, can be accessed here.

Regulation 18 Gypsy and Traveller Development Plan Document

The Council consulted on the draft Gypsy and Traveller Development Plan Document (DPD) between February and March 2015. A Sustainability Appraisal and Habitat Regulations Assessment were also published for consultation alongside the draft DPD. These documents are available from this page.


The Council has updated its evidence base and is considering the outcome. A revised DPD will be drafted that will be published for consultation in due course.
