About the Development Plan

Legislation sets out that planning applications should be determined in line with the Development Plan, unless material considerations indicate otherwise. The Development Plan includes Local Plans and Neighbourhood Development Plans (NDP). At present, the Development Plan comprises: 

• Test Valley Borough Revised Local Plan (2016) 

• 'Made’ Neighbourhood Plans 

• Hampshire Minerals and Waste Plan  

National planning policy is an important consideration in preparing the Development Plan and determining planning applications. This includes the National Planning Policy Framework (NPPF). Links are provided to key national planning policy and guidance documents. 

There may also be other national policy or strategies that can be material considerations, such as the South Inshore and South Offshore Marine Plan.
