We are delighted that you are interested in the role of Licensing Manager in our wonderful licensing team within the Legal and Democratic Service here at Test Valley Borough Council. 

You will be joining the Council at an exciting time with lots going on, including two major regeneration projects in Andover and Romsey. 

Something of rarity in these times, Test Valley is a financially stable (though never complacent) council, which means we can focus on providing great services to our communities. This means that our current organisation is big enough, and in a strong enough position financially, to take on large and ambitious projects. But it is also small enough for officers to be involved in and exposed to a wide breadth of work and projects. 

Truly understanding and supporting our residents is at the heart of everything we do. Through our community councillor model, we have undertaken sector-leading community engagement work, including running innovative citizens’ assemblies. We have built a really strong reputation linked to our work in this area. 

Your role as Licensing Manager will be at the heart of this as custodian of one of the Council’s most visible and impactful functions, championing public safety, economic vitality and community confidence.

We are looking for someone who not only understands the technical licencing framework but can also think strategically about service development and demonstrate effective leadership. You will play a key part in preparing the service for future organisational change as we move toward local government reorganisation.

The Council is deeply invested in developing leadership skills across the organisation. This post-holder will be part of the Council’s Senior Managers' Forum, with regular meetings and events to develop and grow with other leaders across the Council.

We operate an agile working policy, which means that some of your hours can be worked from home or other suitable location, subject to business needs and effective service provision.
