Anti-social behaviour

What is Anti-social behaviour?

In law, Anti-social Behaviour is any behaviour which causes, or is likely to cause, harassment, alarm or distress. The council works closely with the Police, housing associations, adults and children’s social services, schools and other relevant partners to deal with reports of anti-social behaviour and support victims. Our response to Anti-social Behaviour needs to be reasonable and proportionate, so not everything which is perceived to be Anti-social Behaviour will be dealt with by the community safety team, but a partner agency such as a Social Landlord, Police or School may act on the information you give us.

What should you do if you witness or are the victim of anti-social behaviour?

If you have witnessed or been the victim of crime and/ or anti-social behaviour it is important that you report it to the police and the council. All crimes and anti-social behaviour should be reported to the police. Anti-social behaviour should be reported to the council, please see below for some guidance about what to report to the Community Safety Team. If you are a social tenant, you can also report anti-social behaviour to your housing association/ registered social landlord.

If you are still unsure, it is better to report your concern and be wrong than not report your concern at all. We can support you to make sure your concerns are raised with the appropriate people.

The following is Anti-social Behaviour (ASB) and should be reported to the Test Valley Borough Council Community Safety Team and the Police:

  • Harassment
  • Bullying
  • Intimidation
  • Physical and verbal altercations
  • Damage to property
  • Vandalism
  • Graffiti
  • Nuisance neighbours
  • Intimidating groups taking over public spaces

The following is Anti-social behaviour that is not dealt with by the community safety team, but is dealt with by another service:

Environmental Services

  • Fly tipping

Environmental Health

  • Obnoxious Smells
  • Noise 
  • Animal welfare

The following is not Anti-social behaviour and will not be dealt with by the community safety team:

  • Issues with ring doorbells/ CCTV Cameras
  • Land disputes, including boundary issues
  • Parking
  • Children playing
  • Groups of people in the street
  • Religious/ Cultural practices
  • People staring
  • “One off” issues such as parties, unless they are of a serious nature
  • Bin related issues
  • Criminal matters which should be reported to the Police
