Man given community order after fly-tipping garden waste and concrete near Romsey
A man, caught by a covert camera fly-tipping garden waste and buckets of concrete into a layby, has been given a community order.
Richard Biffen, 45, of North Road, Romsey, was seen on one of Test Valley Borough Council’s (TVBC) camera’s depositing the waste from the back of his vehicle on 19 February 2023 just outside of the town.
Appearing at Southampton Magistrates Court on December 15 2023, Biffen pleaded guilty and was given a 12 month community order with 80 hours of unpaid work and ordered to pay full costs of £799.
Portfolio Holder for Environmental Services, Councillor David Drew, said: “This is another brilliant result. It is always pleasing when our covert cameras are a success as it shows that people will not get away with fly-tipping, even in quieter areas. Our teams are excellent at catching people in the act so don’t become another one of our success stories and dispose of your waste correctly.”
