Andover fly-tipper ordered to pay £2,000 after being caught on hidden camera
A man from Andover has been ordered to pay over £2,000 after being spotted fly-tipping twice, by a hidden camera.
On 9 August 2023, a council officer found a large amount of waste in a disused barn in Charlton, near Andover, including a large quantity of cardboard boxes and general household waste. Footage from a nearby hidden camera showed a white van at the scene.
Almost two months later, on 30 September 2023, the camera caught the same vehicle entering the barn again, with furniture and toys later found dumped inside.
Evidence at the scene led officers to an address where the resident confirmed they paid Scott Campbell, 35, from Andover, to remove the waste from their home.
Campbell provided the resident with a document, claiming to show he was licenced to dispose of the rubbish legally.
Appearing at Basingstoke Magistrates Court on 1 October 2024, Campbell pleaded guilty to both offences and was given a fine of £600 for each offence and ordered to play £268 in compensation, a £480 victim surcharge and costs of £150.
Portfolio holder for Recycling and Environmental Services, Cllr David Drew, said: “Our teams work extremely hard to keep the borough clean and incidents like this cost money and use up valuable resources. I would like to thank the resident for checking whether the offender was licenced and helping our officers with the investigation, as failure to do so could have landed them in hot water as well.
“Illegally dumping waste in Test Valley will never be acceptable. We have a brilliant record of catching people fly-tipping and that will continue to be the case.”
