Vigo Park poised for potential multi-million-pound investment
Vigo Park in Andover could be set to make a splash with a £3.5 million makeover, including the creation of a brand-new water play attraction, as Test Valley Borough Council’s cabinet considers a major funding boost for the site next week.
The move, which will be discussed on 19 November before going to full council for a final decision on 3 December, follows extensive community engagement and planning where residents shared their aspirations for the site.
If approved, the changes would see the installation of a range of new facilities to the south side of the current bowling green. These include a new water play area, new modern bowls clubhouse with community space, public toilets, a refreshment kiosk to keep visitors fuelled with hot and cold treats, alongside wider landscaping to transform the site and enhance the park’s accessibility. The new kiosk operator will also manage the toilets to make sure they remain safe and clean for users.
The proposed project is part of the council’s commitment to regenerate Andover town centre and deliver priorities identified in the Andover Masterplan and Vigo Park Management Plan, boosting visitors to the town centre.
It comes hot on the heels of the opening of the accessible new play park at Vigo earlier this year, shaped with local community groups, Koala and Purple Oak. While the original plan was to link the water play with the new park, investigations showed that the costs to connect the water supply were significantly higher than expected and would have resulted in fewer play facilities. As a result, the council made the decision to link it to the new clubhouse, which provides a better, more accessible location.
Leader of Test Valley Borough Council, Councillor Phil North, said: “This could be a fantastic step forward for Andover. Vigo Park is a much-loved space, and these improvements will make it even more welcoming, inclusive and enjoyable for everyone.
“We’ve listened to the community and worked closely with local groups to shape a project that reflects what people want, from water play and better facilities, to a new clubhouse that supports both sport and wider community use. It’s another example of how we’re delivering on our promise to regenerate the town centre and invest in places that matter to residents.”
Councillor Iris Andersen, ward member for Andover St Mary’s, added: “Vigo Park is at the heart of our community, and this investment would make it an even better place for families and friends to enjoy. The new water play area and improved facilities will create a welcoming space for everyone, while supporting the wider regeneration of Andover. I’m delighted to see plans that reflect what residents have asked for and look forward to seeing them come to life.”
Depending on the outcome of next month’s council meeting, TVBC would work with residents, access groups, families, and event organisers in early 2026 to finalise designs for the site. Construction would then commence in autumn 2026, with completion planned for autumn 2027.
Vigo Park is one of many projects the council is bringing forward as part of its approach to securing long-term benefits for communities across Test Valley. Backed by council in July, existing community support across the borough is being boosted with additional funding of up to £10 million for projects including enhancing parks and open spaces, working alongside the NHS to improve people’s health and wellbeing, and working with residents to upgrade community facilities.
