
Full stream ahead: planning consent granted for riverside park transformation in Andover
The project to create the new riverside park near Western Avenue in Andover has taken a huge leap forward this week after securing planning permission.
The decision at the planning committee meeting on 23 September marks a major milestone in the delivery of the Andover Town Centre Masterplan, paving the way for the transformation of a hidden stretch of the River Anton and turning it into a lively, accessible and ecologically rich public space.
By changing the road layout and creating a space for inviting landscapes and accessible pathways along the river, the new riverside park will reconnect the town with its natural assets, offering improved walking and cycling routes, tranquil areas for reflection, and spaces for community life and celebration. The changes will also help to foster a seamless connection between the western side of the town, the river, Town Mills riverside park and the new venue for The Lights theatre, which will in turn drive footfall to the town centre, providing a vital boost for businesses and the local economy.
The designs include a central square, viewing platform, innovative play elements, and areas for events and food stalls - all set within a beautifully landscaped environment that showcases Andover’s picturesque watercourse and rich history. These have been shared and shaped with representatives from the local community, including Koala - a community hub that supports autistic and neurodivergent individuals, playing a vital role in promoting inclusion, independence, and wellbeing.
Their input brought lived experience and insight into what makes a public space truly accessible and was part of a wider effort to ensure that the voices of all Andover residents are reflected in the design of the town’s public spaces.
Councillor Phil North, Leader of Test Valley Borough Council, said: “This is a hugely exciting moment for Andover. The new riverside park will be a place for everyone - a green, inclusive and inspiring space that reflects the aspirations of our community and the character of our town. And it will perfectly complement the new theatre project, which is also moving at pace. I’m incredibly proud of the collaborative work that has brought us to this point, and I look forward to seeing the transformation take shape.”
The planning application (ref: 25/01047/FULLN) was submitted in May 2025 and forms part of the wider regeneration programme, which is part funded by the £18.3 million awarded to the council by the UK Government to revitalise Andover town centre.
Construction is expected to begin in late 2026, with further opportunities for community involvement throughout the detailed design and delivery phases.
