Proposal backs investment in historic Town Mills site and town centre future
A proposal that would see the expansion of one Andover’s iconic pubs is now open for public comment.
Test Valley Borough Council (TVBC) is proposing to sell two small parcels of land at Town Mills, including an empty-use building and a small adjoining area of grass, to Wadworth & Company Ltd, the owners of the popular Town Mills pub.
The plans form part of the council’s wider ambitions for Andover town centre and would complement the ongoing regeneration projects, including the new theatre, planned for the area.
The proposal would help the pub expand its offer and as a result help to bring a long-empty building back into use, support jobs and the local economy.
The proposed sale would constitute the Town’s Mills existing beer garden that they currently operate under licence from Test Valley, the former Age Concern and café building, and a small area of land to the rear of the former café.
If approved, this would help create an even more attractive riverside destination, building on the success of Town Mills as one of Andover's most distinctive places to eat, drink and spend time with friends and family.
As part of the land disposal process the council are required to notify people of this proposal and invite the public to submit comments.
Councillor Phil North, Leader of Test Valley Borough Council, said: "This is an exciting opportunity to bring new life to an important part of Andover town centre. The Town Mills pub is already a popular destination, and these proposals would help create an even better place for residents and visitors to enjoy great food, drink and time by the river.
"The plans would help secure the future of a historic building that has stood empty for some time and create opportunities for local jobs and economic growth. Just as importantly, they complement the wider regeneration taking place across Andover, including the new theatre and other town centre improvements.
"I know some people will have questions about the land involved, but it's important to be clear that these proposals include protections to ensure the space remains attractive. In fact, our wider plans for the area will increase the amount of public open space available, helping create a more welcoming riverside environment for everyone.”
Residents can view the consultation documents and submit comments as part of the statutory process.
The documents can be viewed at reception of TVBC’s Beech Hurst offices in Andover or requested by email from legal@testvalley.gov.uk. Any objections to the intended disposal must be made in writing and addressed to the Head of Legal and Democratic Services, Test Valley Borough Council, Beech Hurst, Weyhill Road, Andover, Hampshire, SP10 3AJ or legal@testvalley.gov.uk by 4th September 2026.
