Man ordered to pay more than £2,300 after barbecue and wooden pallets fly-tipped near Romsey

A man has been ordered to pay more than £2,300 after admitting to fly-tipping waste at a rural layby near Romsey.

On 5 May 2025 a quantity of waste was found dumped in a layby on Lee Lane. The waste included several wooden pallets, a barbecue and other household items.

Nearby cameras showed a blue van entering the layby and the driver was seen getting out and depositing the waste before leaving.

A check of the vehicle’s registration plate led officers to Damian Lucki, 51, from Southampton, who admitted he was the person seen in the footage.

Appearing at Southampton Magistrates’ Court on 4 June 2026, Mr Lucki was fined £1,066, ordered to pay £875.60 in costs and a £426 victim surcharge.

Councillor David Drew, portfolio holder for recycling and environmental services at Test Valley Borough Council, said: “Fly-tipping damages our countryside and costs public money to clean up. It’s unfair on residents and completely avoidable. The council will continue to act against anyone who chooses to dispose of waste illegally, as our teams work extremely hard to keep the borough clean and incidents like this use up valuable resources. We have a brilliant record of catching people fly-tipping and that will continue to be the case.”
