Parking Provision and Restrictions in Test Valley
All public car parks and roads in Test Valley, excluding trunk roads are designated as Civil Enforcement Areas.
From 1st April 2020, enforcement of On Street Parking restrictions within Test Valley will revert back to Hampshire County Council. On Street parking restrictions are contained within Traffic Regulation Orders which apply within this Civil Enforcement Area.
Test Valley Borough Council will continue to enforce its own Off Street Car Parks. The rules which apply to parking in the Council’s Off Street Car Parks can be found in the Council’s current Off Street Parking Places Order here.
Signage in the car parks will also summarise the main regulations which apply to use of the Council’s car parks.
The Secretary of State for Transport has set the following objectives for Civil Parking Enforcement (CPE):
- that CPE should contribute to the Council’s transport objectives, using quality based standards that the public understand and which are enforced fairly, accurately and expeditiously
- that authorities publish a parking strategy covering its parking provision which is formally reviewed
- that authorities should formulate their enforcement policies with the objective of increasing compliance.
The emphasis of the statutory guidance is on transparency and information for road users.
