How do they effect my benefit?

Non-dependants are only considered in relation to Housing Benefit. For information about Council Tax Support, please click here and choose working age or pension.

Unless an exclusion applies, a deduction will be taken from your Housing Benefit based on your non-dependant’s income. For April 2026, the rates are:

The highest deduction may be applied if you do not provide evidence of your non-dependants income when we ask for it.

 Married/unmarried couples/civil partners or same sex couples only attract one non-dependant deduction based on their total income.

No deduction will apply if one or more of the following circumstances apply:

You (or partner) are registered blind or treated as blind

Non‑dependant is under 18

You (or partner) receive Attendance Allowance

Non‑dependant is a full‑time student (not a student nurse)

You (or partner) receive the care component of Disability Living Allowance (any rate)

Non‑dependant is on Universal Credit with no earned income

You (or partner) receive the daily living component of Personal Independence Payment (either rate)

Non‑dependant receives Pension Credit

You (or partner) receive Armed Forces Independence Payment

Non‑dependant receives Income Support

You receive Carer’s Allowance

Non‑dependant receives income‑based Jobseeker’s Allowance

You are in receipt of the Severe Disability Premium

Non‑dependant receives income‑related Employment and Support Allowance

You are on Income Support, income‑based JSA, or income‑related ESA

Non‑dependant receives main phase ESA (IR)

You or partner is aged under State Pension age and on legacy means‑tested benefit

Non‑dependant is a prisoner

You are temporarily absent and HB continues

Non‑dependant has been in hospital for 52 weeks or more

You are living in specified accommodation (e.g. supported housing)

Non‑dependant lives in the home but are ignored for benefit purposes (e.g. joint tenant circumstances do not apply)
