Draft:Infrastructure and Developer Contributions Supplementary Planning Document

Test Valley Borough Council has published for public participation its draft Infrastructure and Developer Contributions Supplementary Planning Document (SPD) 2022 and is inviting representations between Friday 4th November and Friday 16th December. 

The purpose of the SPD is to; explain the Council’s approach to using planning obligations to local residents, developers and the wider community; explain the circumstances under which the Council will collect Section 106 contributions to mitigate the impacts of a development on infrastructure; provide applicants with greater certainty on when planning obligations will be sought.

Infrastructure is key to the delivery of the objectives and strategy of the Adopted Local Plan (2016) and the priorities of the Council’s Corporate Plan. This document supports the delivery of infrastructure and helps to guide the Council’s approach to the delivery of infrastructure requirements associated with new development. 

The document provides detailed guidance on the application of the Adopted Local Plan (2016) policies in respect of developer contributions secured through planning applications. It sets out the Council’s expectations regarding the approach to negotiation and specifies the standard required for the implementation and delivery of some items of infrastructure such as built facilities and public open space.

The Council’s existing Infrastructure and Developer Contributions Supplementary Planning Document relates to the Local Plan 2006 policies and was adopted by the Council in 2009.  This draft document would supersede the adopted version.

Hard copies of the document are available for viewing purposes at the Council Offices in Andover and Romsey.
